How can I see what monitoring IPs I'm using?

By default the monitoring uses the gateway IP but that may not respond or not prioritise pings. It's usually better to use an external IP further away to get real data. Many people use 8.8.8.8 for example though there is no guarantee Google will respond to ping either. The monitoring IPs have to be different for each WAN.

Generally I will use the providers DNS server as gateway ping rather than the assigned gateway/concentrator/router/whatever.
It is the only thing I use the providers DNS servers for. :)

In this case You not able to see if ISP's DNS are up and running BUT ISP's uplinks ARE DOWN. And as a result You have ALL OK from your pfSense but in reality there are no connectivity.
It is the only thing I use the providers DNS servers for. :)
Most of LOCAL ISPs have a much more delays on their DNSs rater than common well reputable public DNSs: CF 1.1.1.1, 1.0.0.1, Google 8.8.8.8, 8.8.4.4...

Also in case for example, when You have Your ISP's device (mediaconvertor-router) ETH up, and assigned IP by ISP's DHCP, BUT PACKETS BLOCKED on ISP's core level.
