        Connections with IP-Options set are blocked by default. So unless you have pass rules for them I'd expect to see block logs like that. Assuming something is sending it.

        The WAN/LAN labeling on the ports is just labeling. You can assign any NIC to be any interface.

            Some thing on a client sees the gateway reboot and tries to reconnect maybe?

            Something had previously passed that traffic and the state still existed until reboot?
