IPSec widget: misleading status, maybe

Though I have an IPSec tunnel connected and working, the widget shows phase 2 as being down. If I look at the full status for IPSec there is a disconnected P2 and a connected P2. I only have one P2 defined. I don't know why the status shows more than one P2, - perhaps because I have "make before break" set in the advanced options.
