How to reinstall pfsense plus on my 2100?

I downloaded the netgate-installer-aarch64 image from my account .

I reboot when connected to the console and then
at the Marvell>> I typed: run usbrecovery

After accepting and selecting some prompts I keep getting asked to connect to the internet.

Is this normal!?!? I don't have a connection to the internet. How a I supposed to do a reinstall?
