    24.03 update blocking access to a subnet

      I have a Netgate 4100 that works fine on 23.09.1 but when i update to 24.03 it blocks access to a subnet for my VM management.

      My home network is 192.168.2.0/24 and the VM management network is 172.16.20.0/24. 172.16.20.0/24 is on a vlan. There are no rules blocking access from 192.168.2.0/24 as I can access everything just fine before the update. My VMs are assigned ip addresses via DHCP Static Mappings. I have some physical servers on the 172.16.20.0/24 network that have static ip addresses that I can access without issue on 24.03. The VMs can ping and see each other and ping the 192.168.2.0/24 network.

      I thought it may have been a DHCP server problem because after the update the DHCP server would not start. I restarted the firewall and it came up showing that it was on then. I also tried swapping back to the ISC DHCP server thinking maybe that there was something amiss with Kea but that did not help either. I also removed all packages except for the following:

      ipsec-profile-wizard
      Netgate_Firmware_Upgrade
      openvpn-client-export
      WireGuard

      Removing the excess packages did not help either. The packages are showing as up to date as well.

      Everything was working fine before the update so I am not sure what to do from here. Any ideas as to what may be causing the issue?
