Possible Bug - gateways

I'm on a customers pfsense box and there were more than 1 gateways configured but only 1 was active.
The default gateway gets traffic loss as it appears something in the pfsense is attempting to contact the other gateways that aren't active and this compounds over time and eventually the default gateway gets 100% packet loss and fails.
I removed all of the other gateways and this packet loss disappeared.
Why is the pfsense trying to contact these other gateways when they aren't being used?

What are you seeing that looks like pfSense is sending traffic to other gateways?
What are you using for monitoring ping targets?
