I only have the Development Snapshots listed in the Upgrade screen and am stuck at 23.08.

How do I or what command do I enter to allow me to get to 23.09?

You mean 24.08? Those are the current dev snapshots. If you are already on 24.08 you would need to reinstall or roll back a ZFS BE snapshot, if you have one, to go back to 23.09.
