Codel not applying after 4gb/s ?

I am playing around with codel.
I want to limit a certain Connection to max 10gb/s (I know it's obvious since it's nearly the max capacity of a PfSense) but hear me out.Basically.
If I set my Limiter to max 100mbits it works fine
Now If I set it to 10gb/s it is still limited to the original 100mbps.
Alright that's weird right?
Now if I set it to 4 gb/s
Youcan clearly see here, that the limit is now unlocked. But why? Why don't 10000 mbits works?
I tried 9999 doesn't work as well.I tried with bits too it doesn't work.
I tried also to put a longer queue it doesn't work.
And lastly I tried to disable ECN it doesn't work.It's so weird, why would it work with 4 but not with 5,6,7,8,9 or even 10gb/s?
