Dual WAN stuck on tier 2

I setup a backup Internet connection and the backup worked for years, but with the update 24.03-RELEASE, the Pfsense has defaulted to the backup Internet. When I disabled the backup Internet connection interface, the primary Internet functions correctly. Any direction will be very helpful.
