Verification SMS over WIFI

Just curious if anyone else has run into this.. I have a counterpart that I helped set up with pfSense a few years ago.
They are in a valley with absolutely no cell service so they rely on their WIFI calling on their Apple IPhones heavily. Suddenly their verification texts from places such as Paypal and Pillpack as well as their bank will not come into their phones until after they travel to cell service. I can however email them *********@txt.att.net and they get those.. (uses SMS according to phones)
Ideas? Ive beat a couple of search engines up about it and so far not getting anywhere..
