I use pfSense in a closed environment without Internet Access.
Is there a way to download a package (xml files and freebsd package) and to upload it on my pfsense firewalls ?

      Thanks in advance.

      Prospy.

Yes there is but some work is needed.

        Getting the files:
install git and use git clone git://gitweb.pfsense.org/pfsense-packages/mainline.git my_packages_clone to get the package tree or install the package on another pfSense with internet

        To read and copy:
pkg_config.7.xml and the package folder for info
Create a local repository of the needed packages on a webserver can be more future prove
