24.11 Bug? Restore 24.03 backup, wireguard package missing/uninstalled

Config.xml from 24.03 contains active wireguard config. That is, wireguard active and running on 24.03 when backup was made.

Initially on fresh install wireguard is automatically installed. After restoring 24.03 config.xml to fresh 24.11 install results in wireguard package missing. Remedy is to manually install the wireguard package.

Hmm, can you see the Wireguard pkg logged as removed when the config is restored?

@stephenw10 I see wireguard getting uninstalled in the logs following a reboot after config restore.

Once reinstalled and rebooted it does remain installed.
