DHCP not binding and receiving truncated packets

I'm getting two errors on my DHCP server.

This error about truncated DHCP packets. What could truncated DHCP packets indicate about in the network?

Jan 23 18:30:45 kea-dhcp4 27237 ERROR [kea-dhcp4.packets.0x264cb7e12000] DHCP4_BUFFER_RECEIVE_FAIL error on attempt to receive packet: Truncated DHCPv4 packet (len=20) received, at least 236 is expected.

Then I'm getting the DHCP server cannot bind to any of my VLANs. There are other devices that have port 67 open on the VLAN but the DHCP server is disabled. Would that still cause an error?

There are no other DHCP servers on the same interface. Netgate is the only DHCP server.
