Cannot Access Quickbooks Domain From Any Device All Of The Sudden!

Damn this has been EXTREMELY frustrating today. I tried to get on my Quickbooks online account from my main (wired) desktop and I get an error message in Chrome saying "Connection Refused". Tried on my laptop, same thing. Tried the app on my phone while on Wi-Fi, same thing. Got off Wi-Fi on my phone and it works fine! So it HAS to be either the pfsense or my ISP (unlikely). Cleared the DNS cache, no success. Used traceroute tool, nothing out of the ordinary. Pinging each IP that shows up in the traceroute seems fine. FYI when I ping www.quickbooks.com in CMD I get "Pinging e9951.g.akamaiedge.net (23.207.130.179) with 32 bytes of data:" and they time out, and pinging the IP times out too. This is the pfsense at my house so it is very simple. Very few NAT rules, no additional firewall rules, etc. I'm on a Frontier business fiber connection with 5 statics and I'm simply using the first static. Not using the provided Frontier router so the 1st static is directly on my pfsense. Nothing changed since being able to use Quickbooks normally just yesterday so how could this be an issue now??? I turned up system logging to level 3 but I don't see anything relevant in there. Tried using Goggle's DNS (8.8.8.8), CloudFlare's (1.1.1.1), and Quad9 (9.9.9.9) and none of those resolvers make a difference. I'm at a loss here and NEED to use Quickbooks for my business. Cell will get me by for now but signal is not great here so it is NOT ideal.
One thing I noticed about Frontier fiber is that the gateway is shared by my entire area, so EVERYONES internet gateway around here is XXX.XXX.XXX.1. Maybe someone else in my area got blacklisted by Intuit so I automatically get grouped in with them??? IDK but this is just annoying af.

Just to clarify my ISP's gateway issue, I have a block of 5 statics, but my gateway ends with .1 and my subnet is 255.255.255.0. I asked the installer if everyone in my area uses that same gateway address and he said yes. I asked because I haven't seen that before and that that was peculiar. Does anyone think my hypothesis is correct in that everyone in my area sharing the same gateway could have gotten all of us blacklisted? As expected, when I run a traceroute the originating IP is my gateway aka the shared gateway. Thank you all.

@djmaxx007 If you use a site like checkip.dyndns.com does it show your WAN IP?

It shows my first static IP as it should. I'm not sure what else to look at.

Doesn't sound like a DNS issue. Connection refused is different than non existent domain.
QBO could be having a regional outage, Frontier is having a hard time pushing packets to akami, or your subnet got blacklisted (which would be..... Odd).
In all cases, try connecting from another network (VPN, Tor, Etc). See if you get better results. Likely the fix will come from somewhere else.

I meant to add more info a couple of hours after I made my initial post. Sorry for the delay. I tried PIA VPN from my desktop pc, laptop on my LAN, and cell phone on my LAN and all worked fine while on VPN but wouldn't again as soon as I got off of PIA. Cellular data on my phone and laptop gave me no issues accessing QB. It's definitely something on my pfsense. I also checked my first static and gateway IP against the most common blacklists and it's fine. I don't know where to go from here.
