[BUG] Wireguard Traffic Shaping

Traffic shaping limiters do not apply to freshly created wireguard tunnels. Recreated multiple times.

Environment: Multiple tunnels, multiple interfaces with multiple gateways as failover.

Temporary Solution:

1. Create wireguard tunnel/peer/interface/gateway
2. Delete existing traffic shaper limiters
3. REBOOT pfsense
4. Recreate traffic shaping limiter rules
5. Reapply traffic shaping limiter rules to floating firewall rule
6. Reload filter and re-test

Sorry if this is already a known bug. Hopefully you haven't wasted too much time trying to figure out why only some of your tunnels have great bufferbloat results and some dont.
