Upgrade Bug? Strange error msg - available packages "not" available.

I upgraded a 3100 unit from v23.09.1 to v24.11.
Following a PFS upgrade video suggestion, I deleted packages added, System_Patches and openvpn-client-export, prior to upgrading, to avoid incompatibilities following the upgrade.
After the upgrade, I ran a restore from a backup configuration. It was then that I saw a notice that said that the packages are not available for the new distribution (screnshot).
But when I looked at the packages available for installation, I saw that the packages were, in fact, available. And that they installed successfully.
Is this a bug? Should I report this as an upgrade bug?

For whatever reason the pkg repo was not available when it tried to fetch them during the config install. Usually that's because the WAN was reconfigured. In that situation you may need to restore a config twice. However since it was only those two packages and you have manually reinstalled them it's not a big issue.
