Secondary WAN DHCP installing default route

I have a pfSense set up with two WANs and the intention is to set them with with a failover gateway group. One gateway has static IP configuration and is the primary and the secondary is using DHCP. Unfortunately, no matter how I configure routing and gateways, the secondary WAN is installing a default route into the routing table, causing the traffic to load balance across the two WANs. This occurs even when I delete the gateway group entirely and change the default gateway to the primary WAN interface. As long as the secondary WAN is enabled, the default route is added to the routing table and the traffic load balances.
I have checked every configuration I can think to check on the device and checked other devices I have with the exact same configuration and have run out of ideas on what is causing this behavior. Does anyone have any suggestions before I resort to wiping the device entirely and starting over?
