Fair warning. I can reproduce it. At some point I'll have to borrow the two axes and reproduce on a dev system so I can open a PR upstream. But, 2 axe usb ethernets equals kernel panic in both 7.1-p5 (1.2.3rc1) and 7.2 (1.2.3release)

What's your hardware and when does it panic? I can't do any meaningful testing right now, but I did connect an Alix running 1.2.3-something (7.2-RELEASE-p4) via serial and plug in two D-Link dub-e100's. They both show up without incident. Of course, I haven't connected, configured, or put any load on them.

Seth built a 1.2.3 image on RELENG_7 (what will be FreeBSD 7.3) that you may want to try.

WARNING - those haven't been tested much or at all, be prepared to reinstall if things go badly.

Also you'll want to try a 2.0 snapshot to see if you can replicate the same on FreeBSD 8.0 before reporting upstream.
