    syslogd fails to start during boot

      After upgrading to pfSense + 25.07.1 syslogd fails to start. The only message is:

      Oct 14 15:24:09 HOST syslogd: kernel boot file is /boot/kernel/kernel
      Oct 14 15:24:09 HOST syslogd: sendto: Connection refused
      

      I have syslogd configured to forward messages to syslog-ng on the local IP:

      *.*                                                             @10.X.X.X:5140
      

      This has never been an issue before.

        I stopped syslog-ng and then restarted syslogd. I got the Connection refused message, but syslogd kept running. So I do think that is directly related.
        To be clear - I can restart syslogd just fine after the system is up.
