9-20 SNAPSHOT writes rules.debug incorrectly.

In writing rules.debug, a section gets messed up.  Without modification, my rules.debug looks like this:

FTP Proxy/helper

table <vpns>{ 192.168.0.0/24172.16.30.0/24  192.168.0.0/24 }
no rdr on sis0 proto tcp from any to <vpns>port 21

In table <vpns>, the first network block and second network block need a space in between them.  Adding that space fixes the issue.  I'm not sure why 192.168.0.0/24 gets listed twice, but that might be my fault.</vpns></vpns></vpns>
