100 percent CPU usage with second WAN

I have a dual WAN setup and it is working, at least it is balancing the wans. However, when I log into pfsense it says the CPU is 100 percent utilized.  If I pull the cable on the second wan the cpu usage drops to 10-20 percent. I am running RC2. The CPU is a P2 450. I also tried with a dual 500 machine, both with 384 megs of ram.

Ideas? Things to try?

run "top" at diagnostics>command. Show us the output to see what process is using up the CPU.
