How many gateway groups for 3 WAN connections?

From what I understand it will be
For Load Balancing
WAN1 tier1
WAN2 tier1
WAN3 tier1For WAN1and WAN2 working and WAN3 fails**(Will this also wark when WAN1 and WAN2 fails and only WAN 3 works)**
WAN1 tier1
WAN2 tier1
WAN3 tier2for WAN2 and WAN3 working and WAN1 Fails (Will this also work when wan2 and 3 fails in wan1 works)
WAN1 tier1
WAN2 tier2
WAN3 tier2for WAN3 and WAN1 working and WAN2 fails (Will this also work when WAN3 and WAN1 fails only WAN2 works)

What setup do you want to create.
According to the sticky, setup number 3 does not exist, but should be your last suuggestion
When You want to failover from WAN 1, to load balancing WAN2 and WAN3, then:
WAN1 Tier 1
WAN2 Tier 2
