Limiter and Layer7 in PFSENSE2 beta

hi, howto use Limiter and Layer7 in PFSENSE2 BETA? i would limiting a particular traffic to a client.
scenario:

INTERNET<–-->pfsense<-----> CLIENT

I don't think that Layer7 is working in 2.0-BETA1.

you right.. layer7 doesn´t work anybody knows when will be fixed? because I want to use pfsense 2 Beta
