I can't use port 21 for FTP, my ISP says they don't block ports or filter traffic.  But if my FTP is set to port 21 I can connect but can't browse directories or upload/download anything.  So through the years I have been using external port of whatever, in this case I'll give example as 990 to port 21 on my server (port on the server doesn't matter, in this case we'll leave it at 21).

I wanted to give PFSense a try but cannot at all get FTP to work with non standard ports.

If I leave it at port 21 I connect to the server but as is usual can't pull back directories or upload/download.  If I try my usual setup of EXT 990 INT 21 I can't even connect.  To verify it all works I hook the modem up to a different box with the mentioned setup and all is good.

Is this not possible currently in PFSense?

for ftp to work best you need to open passive ports also, check your server help for that
