ALTQ on WAN interface

Using altq for outgoing traffic on WAN interface is correct?
Assuming to altq man page we must to shape only outgoing traffic?
On WAN traffic come from firewall (we are NATing internal host) or from specific host?
Example: pass out on gw1 from user1 to any queue quser1.

Run the Shaperwizard and see what rules it creates to understand how it works. It has lots of options that might make custom rule creation unnecessary.
