FTP uploads very slow

We are running a pfSense 1.0.1 on a wrap for our lab. It is doing a NAT to an IP address on our class C, which is behind a much larger installation of pfSense. We can upload files via FTP at around 6 mb to the FTP server located in another building with a 10 mb metro ethernet fiber connection between them. No problems there. However, when we try to upload to an identical FTP server sitting in another room in our own building on another IP address on our class C, we can only upload at around 200 kb. With the traffic shaping set to 10 mb, we can download from it at just under 10 mb. I've tried every possible combination of the ftp proxy on the LAN and WAN, with no difference in upload speed. Any ideas?
