ok im new to the whole pfsense thing. I am trying to setup a captive portal. i have pfsense on a VM with two virtual NICs. virtual NIC 1 is bound to the NIC on host machine that goes to the company's network. virtual NIC 2 is bound to the NIC on the host machine that goes to the AP. I set the virtual NIC 1 to the LAN interface and the virtual NIC 2 to the WAN interface and create a vlan0 and set that to the opt 1 interface. I enabled captive portal on opt 1 and set dns forward and dhcp relay to that of the ones of the comany's network. When try to connect my laptop to it, it does not get an IP address. I tried enabling dhcp server on the opt 1 interface also and that did not work.

Are you actually using a physical VLAN-capable switch in front of this machine?

We do what we must, because we can.
