I was wondering is there a way to be able to control Internet access and monitor what users are browsing and downloading.
In addition to reports about the internet consumption and sites visited per user?

Take a look through the package forum. Packages like SquidGuard, LiteSquid, and BandwidthD will help you accomplish what you are looking for.
