      How can I do metric in pfSense?
      route -n add 172.18.0.0 192.168.100.1 1 does not work
      route -n add 172.18.0.0 192.168.100.2 2 does not work

      or web server, is it possible?

      network: 172.18.0.0
      gateway's: 192.168.100.1 and 192.168.100.2

        If you are trying to do failover: Look at the loadbalancer/failover functionality.

          I have three interfaces:
          WAN - Internet
          LAN - Local Area Network
          OPT1 - MPLS
          Tun0 - openvpn

          I have two gateways to the network out to the other side.
          OPT1 and tun0.

          How do I failover to the tun0?

            First disable automatic rule generation for vpn (under advanced)
            then assign the tun as opt interface.
            Then follow http://doc.pfsense.org/index.php/MultiWanVersion1.2

              FreeBSD doesn't support routing metrics in that way, it would be nice if it did.

              You might also want to look into running a dynamic routing protocol like OSPF to exchange routes. That does support metrics.
