      I have a question:
i have a WAN link to my ISP and its using DHCP to recieve an IP,
do i need to create a rule on my WAN with port 67 to allow DHCP leases from my ISP or does the DHCP client on WAN taking care of this  ??

you set up your WAN port to be  DHCP and pfS takes care of it by itself. You do not need to make a rule to allow the DHCP broadcast in.
