      I developed a small program that reads config.xml and configures :

      1 - NAT (each lan subnet over each WAN link)
      2 - loadbalancer (Failover for each link)
      3 - One firewall rule for each ip in each subnet to go out via one failover gateway (IE : it statically distributes each valid subnet ip to one wan link - but each wan is configured as a failover).

      This all is done based on a set of weights given to each WAN (to allow different speed links).

      This program now needs a package and a front end (A pfsense php page).

      Can anyone help me with that ?

        So it's sort of like a Multi-WAN wizard?

        Is this for 1.2.3 or 2.0? You'd have more luck developing for 2.0, most of the devs work there and probably wouldn't spend much time working on a 1.2.x package without some persuasion.
