3rd WAN very slow

My office got 3 lines which :
WAN 1 = 1mb
WAN 2 = 1mb
WAN 3 = 4mbWAN1 as a dialer to ISP while WAN2 for backup if WAN1 fail.
All WANs are through load balancer but WAN3 i've dedicated for 80 units of machines which i've rules them with fix IPs and make an aliases.
But when i see the traffic graph for WAN3, its shows only 20kb.
What i suppose to do to speed up WAN3 connection?
