Does anyone know if there's been any work having pfsense control external power? Specifically, I'd love to have a second cable modem, unpowered, cloned like the first one, and ready to go if the first one failed. The same could be used to reboot other hardware if the pfsense box can't reach it. I imagine a parallel port might be the easiest way to accomplish this.

There are no shortage of power strips with network interfaces that you can control via either SSH or an HTTP interface.  APC do various models with individually switched sockets.  You could then easily use a script to SSH onto the power strip and toggle the sockets.
