      When adding a user and assigning the "WebCfg - Status: Traffic Graph page" permission, the user sees the page but the graph does not display (cannot collect data error).  Does not matter if permission is assigned to user or group user belongs to - same result.

      Also noticed two identically labeled permissions, WebCfg - Diagnostics: System Activity, although descriptions are different ("Allows access to the 'Diagnostics: Show Bogons' page" and "Allows access to the 'Diagnostics: System Activity' page")
