Just something that's been kicking around in my head the last few days. I'm guessing that it pings the given gateway and builds the quality report/graph based on reply time.

Would that be correct?

That's exactly correct. It pings the upstream gateway on each WAN interface and puts the resulting ping time into an RRD database.
