Some basic question

I trie to unterstand the Trafic Shaper, but I have some question:
-Is The default queue catch everything without a rule?
                                        Destination
LAN->WAN UDP * *Port: 53 (DNS) qOthersUpH/qOthersDownH m_Other DNS2 outbound
This rule will catch the outgoing DNS packets. There 2 Queues, why? Will it catch the download as well?
