Internet access at certain times using squidguard

I want to give internet acces a group that I made up it between 22.00 and 22.30 in proxy filter. I did setting as picture. but I cant make it. where my fault? please can you help me this subject.

Target Rules > Left ruleset > all=ALLOW

I tried but not successful.
Internet access is provided every hour.
Internet access should be only between 20:00 to 22:30
