2.0rc1 limiter or per-user bw when using captive portal

I have a quick question, could not seem to find the exact answer in the forums.

If I am running captive portal, would it be better (in terms of # of users supported) to use the captive portal per-user bw function or the bandwidth Limiter under traffic shaper in 2.0rc1?
Not doing anything fancy, just want to pinch the users to 2/2 each
