Request for a "Time to Reconnect" option

Hello to everybody…
    I am using a multiwan setup and there are times when one of my isp's connection is blinking like a christmas light, and surfing becomes impossible.
    Is it possible to put a "reconnection time" when a WAN dies? or is there any other work around to resolve this kind of situation...
