Ftp problem again

i use clean and latest snapshoot (02-21-2007) and i have 2 ftp server (opt1 side, same software)
different 2 local and 2 wan ip (carp)
i used port forward for connection and auto created rules
and lan/opt1 ftp helper unchecked.
but only 1 (first rule) connection establish

if order changed, always first rule used but second rules not active and not a system logged (block or pass)

how to make second ftp server to run
