Proxy Server & IP Address

I have one subnet at work i want to force the clients to use proxy on for both HTTP & HTTPS so i can block certain https requests like Facebook.
I have set the clients to connect to my proxy via a specific port and ip. (10.2.0.1:3128). Current the clients get an error message when they try and connect through the port that the Connection has timed out, The server is taking to long to respond.
I do have the fire wall set up. Originally it was only allowing traffic on port 80 & 443, I have now add a rule to allow traffic to the proxy server on port 10.2.0.1.
Any suggestions on what i have missed?
[The clients connect through gateway 10.2.0.1 to the internet. Is this the right ip that the clients need to connect to my proxy server on?]
