Dynamic WAN bandwidth by IP-pool country

My ISP gives me a symmetric 4mbit/s to all IPs in my country IP pool, but only 1mbit/s to foreign IPs.

How to configure traffic shaper to get the public IP-to-country list and dynamically change maximum WAN bandwitdh depending on destination IP ?

Currently I have configured to use all 4mbit/s, all my-country traffic is shaping good, but foreign-traffic not.
