Do you see the directive being added to the squid configuration file that is auto generated?

              yes, here some of squid.conf
              acl donotcache dstdomain "/var/squid/acl/donotcache.acl"
              no_cache deny donotcache

in var/squid/acl/donotcache.acl have only this ip 200.201.173.68

the problem is this ip cannot be cached, don´t understand why doesn´t work, in access.log
              1174746151.848    124 192.168.1.1 TCP_MISS/304 272 GET http://cmt.caixa.gov.br/images/bgpanelbig.gif - DIRECT/200.201.173.68 -

other sites works, but this  >:(, try to uninstall and reinstall squid to test, post results later

What if you stop and restart the squid package after changes?
