Was not sure what category below to put this in but here goes..

I am waiting for my new pc hardware to come in the mail so I can build a pfsense box for 20+ users. I already understand most of it, but I am a little confused on what I have to do to set up user restrictions. I need it to block certain computers from accessing the Internets "time wasting" sites such as all the social media sites out there and on the other hand I need it to allow other uesrs full access to the web. What would be the best way to do this? I do not want to use static IPs, I would like to keep everything dhcp if possible. Perhaps some sort of MAC address filtering for each computer? I know pfsense can do this but I am unsure of what to do, as I am really strapped for time these days, I do not have much time to play with it, so here I am. :)
