Nortel VPN

I have a Nortel VPN on the private side of my pfSense firewall. It needs to communicate with another Nortel VPN at a remote site.
Map is: PC->local Nortel->pfSense->Internet->remote Nortel->server
The PC can communicate with the remote server. The problem is when we download large files, they creep along and can't finish. They just stop downloading. The people who control the Nortel VPNs say the problem must be the pfSense firewall. Has anyone run into a problem like this?
