Why suddenly Group ACL stopped working

Dear Experts,
My Users are not going through rules, it was working fine till afternoon and suddenly it is allowing all sites to browse. even if i keep deny all in common acl then to its allowing all sites. If i am not using my IP address in rule, then too its allowing to browse. As i had checked early morning it use to get blocked to any site. I had added Deny All rule to block the IP which are not been added in my Group list at the end of my other groups.
Please give me solutionRegards,
