Help choosing hardware

I'm looking for a new hardware and need some help.
Requirements:
consume less than 30W
100Mbit throughput
able to run squid as transparent proxy
one or two VPN-sessions
cheap (max 250$, worst case 500$)Nice to have:
Gigabit
fanlessI'v been looking at Alix, Soekris and Fit-PC. But I'm not sure which one is the best for my needs or if there is any other that might be better.
Any suggestions?

Alix board will be too underpowered (85Mbps max.).
Probably looking at an Atom for <30W however newer sandybridge i3 chips could fit that profile. If you want passive cooling you need to go the Atom route.What sort of VPN bandwidth do you need?

For VPN i need about 10Mbit.
Any suggestions on atom?

No sorry I have no experience running pfSense on an Atom.
10Mbps will be no problem on any Atom.Have a look at this post:

For $310 it looks good and way more powerful than an Atom if needed.Steve

I'd recommend you go Supermicro with an Atom d510 or d525. They won't be completely fanless but will be very quiet, will easily do 100mbps normal and 10mbps VPN:
