Warning: Invalid argument supplied for foreach() in /etc/inc/system.inc

I just upgraded from 2.0.1 to 2.1-dev (4/14 build) and I'm seeing this error:

Warning: Invalid argument supplied for foreach() in /etc/inc/system.inc on line 268

on /system.php. I also saw a similar foreach() error in the console after the system booted up with 2.1-dev, unfortunately, I can't find the error message in any of the logs in /var/log.
