Scenario >> pfsense 2.1  , 2 Multi-WAN ( tier 1 ) Load Balance for internet ( 20 MB , 10 MB ) one LAN , transparent squid , LAN connected only to one Server which serve other users as well ( TMG ).
required >> limit the WAN1 interface traffic to only 10 MB and the other WAN to 5 MB .
reason >> have some other PCs connected to these WANs and didn't want pfsense to suck all the traffic .

what done so far >> create limiter for IN/OUT and assign it to firewall/rules/each interface .

results >> still sucks all traffic ..
i read about that could be squid when working in transparent mode traffic didnot get shaped , and i find a topic about fixing this but only with one GW .. didnot really yet try to search for a fix by my self .

      so ?

        update 1
to be sure it is not related to squid . i used uTorrent to download some files which off-course will not go thoruth the squid  and yet the limiter didnot work.

by the way the rule created in firewall is for any for source/dest/ports/TCP-UDP
