Apache_mod_security service won't start

I have installed the package "Proxy Server with mod_security" and it seemed to install ok, but the service "apache_mod_security" always shows stopped. when i click start it says started successfully but still shows as stopped.

Have i missed something in the configuration or is the problem deeper than that?
